NCDA&CS: Tropical Storm Debby and Emergency Contact Information

This newsletter contains important information from the North Carolina Department of Agriculture Veterinary Division.
Subject: Tropical Storm Debby
Debby has returned to Tropical Storm strength
Dangerous storm surge and wind impacts are expected along portions of the southeast US Coast from NE FL to NC through the middle of the week, and storm surge warnings and tropical storm watches are in effect for portions of these areas.
As Debby slowly approaches, central NC will experience rounds of rain and increasingly gusty winds Tuesday through Friday. There’s already a high risk of flooding in areas that have experienced rain in the past few weeks. Beach erosion is also expected at the coast.
The storm center is expected to drift northeast across North Carolina late Thursday through Friday night.
Storm total rainfall amounts will range from 8 to 12 inches across the Sandhills and southern Coastal Plain, with 6 to 9 inches in the Triangle to 4 to 6 inches in Triad.
The primary threat from Tropical Storm Debby will be prolonged heavy rain that will potentially result in flash flooding and river flooding.

Rain bands associated with Debby will begin to spread into southern portions of central NC Tuesday night.
ICVI Waiver
State Veterinarian Issues ICVI Waiver for Animals Fleeing Emergency Conditions
Dr. Michael Martin, State Veterinarian, has issued an Intrastate Certificate of Veterinary Inspection (ICVI) waiver for animals fleeing emergency conditions. The waiver allows for temporary and partial suspension of interstate movement requirements such as:
- Horses being evacuated to North Carolina that have a current Coggins test will be admitted to the state without an Interstate Certificate of Veterinary Inspection (ICVI). A current Coggins test chart should accompany these horses.
- Horses being evacuated to North Carolina without a current Coggins test will be allowed entry into the state provided they will be allowed to return to their state of origin without a current Coggins or ICVI after the evacuation is lifted.
- All other animals being evacuated without an ICVI will be temporarily admitted to North Carolina and are also allowed to leave North Carolina provided the state to which they are destined has also waived their import requirements.
The temporary waiver expires on September 30, 2024 unless extended or rescinded.
